In SURGE!, there is no such thing as a long or short rest to recover HP. It makes little sense to only need one night to recover after a difficult fight.
As such, characters recover HP in accordance with their Recovery Points for each hour of rest they take. This includes temporary buffs to Recovery Points from spells and abilities during the hour of rest taken.
Abilities, spells, or enchantments that are used and need a day to recharge should not be recharged simply after resting. Example: If something that requires a day to recharge, or 24 hours, and was used in the morning - then it shouldn't be available until the following morning.
