Rough Terrain is any 5 ft. of terrain which is passable, but with added difficulty. A character that traverses these 5 ft. squares must make the choice of a Dexterity or Strength challenge roll, at the difficulty of the terrain to traverse. If the character passes the challenge, they may take their full movement speed through the space. If they fail, they take a penalty to their movement speed, reducing their movement speed by -5 ft.
This applies to characters that are beginning or traveling through a patch of Rough Terrain with one of their actions. A character that would expend their last 5 ft. of movement in an action to move into a 5 ft. square of Rough Terrain are not required to roll to do so, but instead would roll at the beginning of their next movement action if the square persists as Rough Terrain at that time.
Only spells, items, or abilities that allow for negating the penalty to Rough Terrain specifically in their language may do so.
