The caster clears their mind and, in a blink, freezes their immediate surroundings. All targets in range must make a contested Dexterity or Mystic roll against the caster’s Mystic roll. Targets that succeed in the contest, or any target that has the Insulated condition, ignores being Frozen and is instead Restrained. For any target that fails the contest, the caster rolls another Mystic roll. The creature takes 3x the dice total in Magical Damage, and gains the Frozen condition.
All Restrained creatures can make contested Strength rolls against the caster’s Mystic roll to break free.
If any target is Wet when Frozen, any further damage dealt to it causes it to instantly shatter, and dies without entering death saving rolls. This remains in effect until the Frozen condition is removed.
Any structures, objects, plants, and wildlife caught in the spell are frozen solid under many layers of ice.
The spell lasts for one minute or until the caster loses Focus, but the ice remains until thawed by a heat source or at the discretion of the GM.
